Daniel Golle 859dd3ddb9 generic: backport MediaTek Ethernet PHY changes
The MediaTek Ethernet PHY drivers are going to be used by multiple
targets (airoha, mediatek, ramips). Add generic backports of changes
required for recently added Ethernet PHYs.

Subject: [PATCH] net: ethernet: mediatek: add EEE support
Add EEE support to MediaTek SoC Ethernet. The register fields are
similar to the ones in MT7531, except that the LPI threshold is in
milliseconds.
